Seoul Conditionally Approves Use of Gwanghwangmun for "BTS Comeback Concert"... Pull Efforts to Ensure Public Safety and Visitor Convenience

 
Large crowd expected; safety management plans to be reviewed and cooperation with relevant agencies to secure audience safety




The Seoul Metropolitan Government announced on Thursday, 22nd, that during the "1st Gwanghwangmun Square Advisory Committee Meeting of 2026" held at 2 p.m., it decided to grant conditional approval for the use of Gwanghwangmun Square for the "BTS 2026 Comeback Show @ Seoul," which was applied for by HYBE and BigHit Music, among others. 

The city stated that final approval will be granted promptly once safety management plan passes review and supplementary measures—such as preventing overlap between performers' and audiences' departure times and minimizing traffic inconvenience—are put in place. 

The concert will serve as the first stage to unveil BTS's new album "Arirang," their first release in three years and nine months. It has been reported that applications were also submitted to the Cultural Heritage Administration for the use of areas around Gyeongbokgung Palace, Gwanghwangmun, and Sungnyemun. 

As large crowds are expected to gather in Central Seoul, including Gwanghwangmun Square, the Seoul Metropolitan Government plans to thoroughly review safety management plans and cooperation with relates agencies—such as the police and Jongno District Office—to prioritize the safety of attendees. 

In addition, the city will conduct through pre-event on-site inspections to address issues such as surrounding traffic conditions, public safety, and unfair practices including excessive accommodation pricing. These inspections will focus on areas near Gwanghwangmun Square in Jongo District (280 locations) and Jung District (411 locations). Through these inspections, the city aims to minimize inconvenience for both residents and tourists visiting Seoul to attention the concert. 

Meanwhile, on the day of the concert, Seoul plans to operate various experimental programs for foreign tourists, including BTS's fandom ARMY. To celebrate BTS's comeback, the city will create a welcoming atmosphere across Seoul and offer a variety of activities by combining K-pop with Hallyu (Korean Wave) content. 

Kim Chang-gyu, Director General of the Balanced Development Headquarters of the Seoul Metropolitan Government, stated, "We will review and implement safety management plans with the highest priority placed on the safety of citizens and tourists visiting Gwanghwangmun Square, whether to attend the concert or participate in various events." He added, "At the same time, we will prepare a wide range of events and experiences that allow visitors to fully enjoy Seoul's charm and beauty, making this an opportunity for Gwanghwangmun Square to rise as a K-pop landmark."
