BTS Busan Concert Sparks Concerns Over Accommodation and Safety as City's Capacity Faces a Major Test
The upcoming BTS concert in Busan, scheduled for the 12th and 13th, is expected to attract hundreds of fans from Korea and abroad, raising hopes for a significant boost to the local economy. However, as the event approaches, controversies surrounding soaring accommodation prices, reservation cancellations, and the mobilization of public officials have intesified, putting Busan's tourism and event-hosting capacity under close scrutiny.
According to tourism data released by the Korea Tourism Organization on the 10th, Busan recorded 185 tourism-related complaints in May, accounting for more than half of all such complaints nationwide. Accommodation-related grievances overwhelmingly dominated the reports, with reservation cancellations, excessive cancellation fees, and price hikes ccited as the most common issues. Notably, foreign visitors accounted for more than 80% of the complaints, raising concerns about the city's international image ahead of a major global event.

The government is considering stricter consumer protection regulations that would significantly increase compensation for travelers when accommodation providers unilaterally cancel bookings for resale purpose or other profit-driven reasons. Proposed measures include requiring businesses to pay booking cost in addition to refunding the original payment. Authorities are also reviewing the introduction of a mandatory accommodation pricing disclosure system and penalties for unjustified reservation cancellations.
To address the accommodation shortage, Busan has secured alternative lodging options by utilizing university dormitories, training facilities operated by public institutions, and religious facilities. The city is also operating a citizen homestay program. In addition, it has launched a Fair Accommodation Campaign, encouraging lodging providers to maintain reasonable pricing through voluntary participation.
Controversy has also emerged over the deployment of personnel for event safety management. Busan initially considered assigning a large number of civil servants to handle traffic control and crowd management on concert days. However, after opposition from within the public sector, the plan was revised. The city is now recruiting volunteers and willing participants to support event operations instead.
The economic benefits of a large-scale concert are undeniable. The influx of domestic and international visitors is expected to increase spending across a wide range of local industries, including accommodation, range of local industries, dining, and retail.
